When to build it

Counters enemies who haven't built up much magic defense yet: the Magic passive shreds 3+(0.3*Hero Level) Magic Defense per stack — 3.3 at level 1, 7.5 at level 15 — stacking 3 times, on top of 10 flat penetration. Buy before item 3 while magic defense is still low — it loses relative value once enemies stack a lot of resist, where Divine Glaive scales better.
