When to build it

Counters basic-attack-reliant lifesteal marksmen/fighters: every hit you take cuts that attacker's Shield and HP Regen to 60% for 1 second, so you apply it by standing in front of them rather than by damaging them — and it is a far shorter window than the 3 seconds Sea Halberd and Glowing Wand apply on hit. Fortress Shield scales your defense with more enemies nearby. Buy the moment an enemy carry is snowballing on autos and lifesteal.
