When to build it

Counters physical burst mages/fighters/assassins who combo multiple skills in one engage (e.g. Chou, Karina, Paquito) by cutting their physical skill damage up to 18% after 3 hits. Buy on tanks/fighters facing skill-combo-reliant physical damage, typically item 2-3 once that threat is identified, not vs. basic-attack marksmen (Blade Armor answers that instead).
